When is the right time of year?

April to September for anything outside. Masonry paint needs the wall dry and the temperature above about eight degrees, and a Black Country autumn gives you neither reliably.

How long will it last?

On properly prepared render, ten years is normal. On a wall that was painted over loose material, two. The difference is entirely in the preparation, which is where the labour goes.

Do you do the gutters and soffits too?

Yes, and it is worth doing at the same time while the access is already up. Doing it separately later means paying for the scaffold or towers twice.
